According to "The Notice of the Ministry of Science and Technology on Holding the 9th China Innovation & Entrepreneurship Competition" (No.137 [2020] of the Ministry of Science and Technology), China Resources Group and China Xiongan Group will jointly hold the 9th China Innovation & Entrepreneurship Cooperating Event (Special Session for China Resources) and the Xiongan Green & Intelligent Cities Innovation and Entrepreneurship Competition (hereinafter referred to as "the Event"). Notice of the event is as follows.

1. The Event plays the role as the support platform for innovative SMES with great potential. It will discover the value of enterprises and teams through open and fair competition. The hosting units will work with the competing enterprises thoroughly and offer them the help they need in terms of project opportunities, financial support and etc.

2. The Event is guided by China Innovation & Entrepreneurship Competition Organizing Committee Office, hosted by China Resources Group and China Xiongan Group, organized by CR Working Group of XA New Area and CR Land Xiongan Shijiazhuang. The Event Organizing Committee is jointly formed by hosting units and organizing units to take charge of the organization and landing of the Event. Please refer to the appendixes for the organization plan. The main requirements include:

1) The Event will focus on building a bridge for SMEs to co-operate with the government and large central enterprises and participate in the construction of the Xiongan New Area in order to gather innovative resources for the substantive construction of the New Area, and promote the development of green intelligent industry. The competing enterprises should aim to participate in the construction of the Xiongan New Area and cooperate with China Resources to make innovation through collaboration and build an ecological environment. The competing enterprises should meet the relevant entry conditions.

2) The Event focuses on the core concept of "Green & Intelligent Cities". It revolves around three main directions, namely, intelligent ecological community, healthy urban environment and green & healthy building. Types of competing projects include design and solution, system and application, hardware and products, etc.

3) The Event will adhere to the concept of running national competitions, and no event fees will be charged to competing enterprises.

4) Due to the time schedule of the Event and the current epidemic situation, the enterprises will not have the direct access to the national competition this year.

5) Competitors must participate in the Event in the form of enterprises, sign up on the official site of China Innovation & Entrepreneurship Competition (www.cxcyds.com), and be responsible for the authenticity and accuracy of the registration information. Enterprises participated in previous China Innovation & Entrepreneurship Competition, as well as local competitions and national finals of the 9th China Innovation & Entrepreneurship Competition can all sign up for the Event.

Deadline for signing up: 15/8/2020. The travel expenses incurred by enterprises due to participating in the Event shall be borne by themselves.

6) The selection method adopted is open, transparent and stepped, and the winners will be selected step by step through the preliminary, semi-final and final rounds. The time and places of the preliminary, semi-final and final rounds will be announced separately. Due to the COVID-19 and the regulations from the government, the Event will proceed both onsite and online.

7) Honors & Awards for the Event: All enterprises or teams that reach the semi-final will receive honorary certificates issued by the Organizing Committee. The first, second and third prizes and excellence awards will be awarded to the enterprises or teams that reach the final with a relating certificate.

The total amount of the awards is 140 thousand RMB. Specifically, one candidate will be given the first prize of 50 thousand RMB, two the second prize of 30 thousand RMB and three the third prize of 10 thousand RMB.

The prizes can be used to rent the office building(s) of China Resources Shijiazhuang, to take part in the course at China Resources University, to host activities at China Resources Hotel Kapok, and to invest in innovative projects.

8) For eligible competing enterprises, on the premise of following the market mechanism, the hosting units will carry out co-operation in project application, market docking, science and technology connectivity, equity investment and other fields.

Organization Plan

1. Background

The establishment of the Xiongan New Area in Hebei Province is a strategic decision with profound historic significance made by the Central Committee of the Communist Party of China (CPC) with Comrade Xi Jinping at the core, and it is also a national project of millennial significance. On October 9, 2019, Chinese Vice Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, pointed out during his investigation in the Xiongan New Area that it is necessary to firmly grasp its development orientation of major recipient of functions relieved from Beijing that are non-essential to its role as China's capital, and pay attention to improving the city's intelligent level and enhancing the city's intrinsic attraction on the basis of strengthening hardware construction. On March 4, 2020, the Standing Committee of the Political Bureau of the CPC Central Committee held a meeting, stressing the need to speed up the construction of new infrastructure such as 5G networks and data centers.

At present, the Xiongan New Area has shifted from planning phase to substantive construction. In response to the call of the CPC Central Committee to strengthen the construction of new infrastructure, gather the high-quality innovation resources needed in the large-scale construction stage of the Xiongan New Area, and promote the agglomeration and development of green intelligent industries, China Resources plans to jointly hold, with China Xiongan Group, the 9th China Innovation & Entrepreneurship Cooperating Event (Special Session for China Resources) and the Xiongan Green & Intelligent Cities Innovation and Entrepreneurship Competition (hereinafter referred to as "the Event").

The Event is originally aimed at promoting recipient of functions relieved from Beijing that are non-essential to its role as China's capital. It will also give full play to the advantages of Beijing's scientific and technological innovation, closely contact Beijing's scientific research institutes, public institution and universities, fully exploit the growing high-tech enterprises, attract national scientific and technological enterprises and scientific research institutions for the commercial workspace of the New Area, and gather innovative resources and create innovative formats. At the same time, the Event will build a bridge for SMEs to co-operate with the government and large enterprises, and participate in the construction of the XiongAn.

3. Project Direction

The competition focuses on the core concept of "Green & Intelligent Cities". It revolves around three main directions, namely, intelligent ecological community, healthy urban environment and green & healthy building, including project types such as design and solution, system and application, hardware and products.

1) Intelligent ecological community

It refers to the use of 5G, IoT, big data, cloud computing, AI, self-driving and other technologies to provide residents with a safe, comfortable and convenient modern living environment, including but not limited to software and hardware products, services or solutions in the design, planning and shaping of ecological communities, intelligent parks and smart homes;

2) Healthy urban environment

It refers to the application of new technologies and new concepts to create a landscape environment for a healthy, friendly and livable living space, including but not limited to software and hardware products, services or solutions in landscape ecological design, intelligent transportation design, sponge city design, new environmental governance, street furniture design and urban microenvironment shaping;

3) Green & healthy building

It refers to the utilization of technologies such as energy management and control, environmental inspection, water-saving and energy-saving facilities and equipment, green intelligent construction, new material application, BIM innovative application and operation management, etc., to realize resource saving (including energy saving, land saving, water saving, material saving, etc.), environmental protection and pollution reduction in the whole life cycle of the building, including but not limited to software and hardware products, services or solutions provided for offering healthy, comfortable and efficient building space, promoting physical and mental health and improving building health performance.

4. Qualifications

Competing enterprises should aim at co-operating with giant enterprises, such as China Resources, in term of marketing, innovation, and construction.

1) The entry each enterprise submits should accord closely with the direction of "Green & Intelligent Cities".

2) Competing enterprises should engage in the development and manufacturing of high-tech products with innovation and potentiality, and should be willing to co-operate with hosting units and to help construct the Xiongan New Area.

3) Competing enterprises will be divided into Group Start-Ups and Growing Group. Enterprises registered after 1/1/2019 (included) are qualified to join in Group Start-Ups; enterprises registered before 31/12/2018 (included) can only join in Growing Group.

i Competing enterprises should engage in the development and manufacturing of hi-tech products, with good reputation and no bad records;

ii Competing enterprises should be unlisted. The operating income in 2019 should be no more than 600 million RMB.

4) Competing enterprises should be innovative and highly-potential, possessing their own intellectual properties and without any relating disputes.

5) Event will not make any charges from competing enterprises, and enterprises should pay their own expenses.

5. Schedule

Due to the COVID-19 and the regulations from the government, the event will proceed both onsite and online, and according to the event arrangement, the winning enterprises will not have the direct access to take part in the national event.

1) Sign-Up: 13/7/2020 - 15/8/2020

Competing enterprises should sign up on the official site of China Innovation & Entrepreneurship Competition: http://hrzc.cxcyds.com/. Competing enterprises should submit the required materials, filling in relating information, and be responsible for the authenticity. The official site of China Innovation & Entrepreneurship Competition is the official channel for signing up.

2) The Preliminary Rounds: 18/8/2020 - 28/8/2020

The preliminary rounds will be online, and the results will be based on the submitted business plans and their supporting materials. They will be rated by a committee consisting of experts from the hosting units and relating businesses and other investing organizations. In the preliminary rounds, each judge of the hosting units has the veto power to knock out any enterprises which does not meet the requirements.

3) Semi-final: 7/9/2020 - 28/10/2020

The rule of the semi-final is "8 + 7", namely, each competitor has 8 minutes to present and 7 minutes to answer questions. Depending on the situations, during the semi-final, competing enterprises may take part in China Resources University Semi-Final, innovative courses, and the meeting with investors. A total of 20 enterprises will reach the final.

4) Final: 3/11/2020 - 4/11/2020

The final also applies the "8 + 7" rule. Competitors will take part in the Q&A and defend themselves. The results will be announced on the spot. The committee members include experts in related fields, experts from China Resources who are responsible for technology, industry, and investment, and other invited experts from relating enterprises and investors. The aspects for the estimation include technology, products, business modes, plan, industry, market, teams, finance, etc., especially the concertedness with the Xiongan New Area and China Resources.

6. Honours & Awards

1) Honours

The first, second and third prizes will be given with a relating certificate.

2) Awards

7. Co-operation in Finance

The purpose of this event is to explore the potential of competing enterprises through open competition. The hosting units will take advantage of itself in capitals, platforms, and the market to make full use of its innovation materials, in order to co-operate with competing enterprises in project application, tech-connection, and investment etc.

1) Project Application

Competing projects will be given a chance to enlist their entries into the purchase list of China Resources; will have an earlier opportunity to take part in major projects with China Resources, such as Xiongan Green Architecture Exhibition Centre and Shijiazhuang West Avenue.

China Resources' five major businesses include big consumption, big health, the construction and operation of cities, energy services, and technology and finance, covering dozens of units, and every aspect of people's everyday life. More specifically, CR Land, CR Property, and CR Power are closely related to the Green Intelligent Cities field and can play a role as a platform for the competing entries.

2) Tech-Connection

CR Academy of Science and Technology is the communication channel between the global cutting edge technology and the products of China Resources. The Academy will organize a meeting to promote the co-development of the two sides. CR Academy of Science and Technology Xiongan Innovation Centre provides labs with customized innovation services.

3) Innovative Education

China Resources University is responsible for the training of innovative talents, and is equipped with helpful courses and experienced tutors, which aims to make more innovative products.

CR School of Business is sponsored by China Resources, Research Institute of Tsinghua University in Shenzhen, Deloitte China, and the Boston Consulting Group, aided by the University of Hong Kong Faculty of Business and Economics, based on the industry material of China Resources. Innovative groups will receive priority in enrolling in the School of Business.

4) Recommendation on Investing and Financing

CR Innovation Funds, CR Capital Management, and other giant enterprises and investing organizations will focus on the even, looking for projects with hi-tech elements, intellectual property, and a market promise, to co-operate in stock right investing, research and development, and other fields.

5) Competition Venue

China Resources University (Xiongan) provides shared venue, where competing enterprises intending to be located or set branches on Xiongan can work.

6) Others

As the supporting organizations, AirFrance, Royal Dutch Airlines, CCI France Chine will provide competing enterprises with international consulting services and introduce European companies which are located in China to co-operate with them, helping them to explore the international market.
